Thailand’s Floods Threaten Capital Bangkok, Prime Minister Yingluck Says

Business ExchangeBuzz up!DiggPrint Email ...Thailand’s worst floods in more than half a century are threatening to hit the capital, Bangkok, as early as next week after reaching a “crisis level,” Prime Minister Yingluck Shinawatra said.

At least 253 people have been killed as a result of the seasonal monsoon rains that have hit the country since July 25, the Department of Disaster Prevention and Mitigation said on its website yesterday. About 30 of Thailand’s 77 provinces remain underwater, the agency said.

“This will have a direct impact on Bangkok,” Yingluck said Oct. 7 in a nationally televised address. “We have to admit that this is more serious than in the past.”

Yingluck said her two-month-old administration is struggling to respond to the crisis as the nation’s largest dams approach their capacity and floodwaters threaten factories operated by Honda Motor Co. and Sony Corp.

“The government is just a little more than a month old and it is difficult to cope with this situation because the volume of water is exceptionally high,” Yingluck said.

As many as 7 billion cubic meters of water is flowing toward Bangkok from Thailand’s northern provinces, the prime minister said, threatening to overwhelm flood defenses on the Chao Phraya river that runs through the capital

The authorities are installing as many as 400 water pumps along the river and digging seven canals on the outskirts of the capital, the Associated Press cited Yingluck as saying in a radio message yesterday.

Sea Level

Bangkok is prone to seasonal flooding because much of the city of more than 6 million people sits less than 2 meters above sea level. Yingluck said flooding in the capital may be worse than in 1995, when a deluge caused almost 12 billion baht ($388 million) of damage, according to government estimates.

Nationwide losses from this year’s floods may reach 130 billion baht and reduce economic growth by as much as 1.3 percentage points, the University of the Thai Chamber of Commerce, a private institution established by the chamber, said on Oct. 6.

The government estimates the most recent floods have already caused as much as 30 billion baht of damage, Deputy Prime Minister Kittiratt Na-Ranong said on Oct. 5, describing the deluge as “the worst in 50 or 60 years.”

The disaster has affected more than six million people in Southeast Asia and claimed a further 224 lives in Cambodia, Vietnam and the Philippines, according to the United Nations. Thailand has seen the most fatalities as typhoons and above- average rainfall damage crops, destroy businesses and uproot families.

‘Wide Damage’
“There will be damage in a wide area” in provinces north of Bangkok, including Nakhon Sawan and Ayutthaya, Yingluck said on Oct 7. Typhoon Nalgae, which buffeted the Philippines last week and has since weakened into a tropical depression, may bring more rain to Thailand over the next few days, pushing dams to their capacity, she said.

High tides expected between Oct. 15 and Oct. 17 may exacerbate flooding in the capital, she said.

Industrial parks in Ayutthaya province are at risk after floods caused nearby plants to shut down, and road and rails links between Bangkok and Thailand’s northern provinces have been severed by floodwaters.

“The situation in Ayutthaya is quite worrisome,” Yingluck said after surveying the damage by helicopter three days ago. “In some areas water has reached levels we have never seen before.”

Factories Closed
More than a hundred factories producing auto parts, food and electronics have temporarily closed, according to the Federation of Thai Industries. Plants operated by Danish shoemaker ECCO Sko A/S and Japanese food and beverage producer Ajinomoto Co. are among 40 factories in Ayutthaya that have shut down, Narapote Thewtanom, deputy governor of the Industrial Estate Authority Thailand, said this week.

Canon Inc. halted operations at its inkjet printer plant in Ayutthaya because of flooding and will keep the factory closed as a precautionary measure, Hirotomo Fujimori, a Tokyo-based spokesman for the company, said by phone on Oct. 6. Indorama Ventures Pcl (IVL), which says it’s the world’s largest producer of polyester, shut factories in Lopburi province that make wool yarns and polymers, the company said on Sept. 27.

Sony Corp.’s factory in Ayutthaya, which produces digital cameras and lenses, hasn’t suffered major damage from flooding and is operating as normal, Yasuhiro Okada, a Tokyo-based spokesman for the electronics maker, said earlier this week.

Supply Shortages
Honda, Japan’s third-largest automaker, halted output at a plant in Ayutthaya that can produce 240,000 vehicles a year after floods caused supply shortages, Pitak Pruittisarikorn, executive vice president of its Thai unit, said on Oct. 6.

Honda’s plant is located in Rojana Industrial Park, which is mostly a base for companies making automotive and electronics parts. Nikon Corp., Hitachi Metals Ltd. and Siam Cement Pcl are among companies with operations in the estate, according to Rojana’s website.

The deluge has displaced 2.6 million people in Thailand since late July and damaged almost 10 percent of rice farms in the biggest exporter of the grain, data from the Department of Disaster Prevention and Mitigation and the Ministry of Agriculture and Cooperatives show.

Belgium’s Ratings Under Review by Moody’s

Belgium’s Aa1 local- and foreign- currency ratings were placed under review for a downgrade by Moody’s Investors Service because of rising funding risks for euro region nations with high levels of debt and additional bank support measures which are likely to be needed.

The review will focus on the vulnerabilities of the Belgian public debt in the current euro area sovereign crisis and potential costs and contingent liabilities that the government may incur in supporting Dexia SA (DEXB), Moody’s said in a statement today. Moody’s will also assess how the risks for the growth outlook of the economy and the government’s fiscal and economic plans may impact the country’s debt trajectory.

The downgrade warning comes as France, Belgium and Luxembourg seek to protect their local banking units of Dexia from the debt crisis threatening the heart of Europe’s financial system. Belgian Prime Minister Yves Leterme said he’ll do whatever it takes to safeguard the bank in Belgium. Dexia’s troubled assets may total as much as 190 billion euros ($256 billion).

China Cuts Fuel Prices for First Time in 2011 as Oil Costs Fall

Oct. 9 (Bloomberg) -- China cut fuel prices for the first time this year after crude oil costs plunged as the global economy slowed.

Ex-factory gasoline was reduced by 300 yuan ($47.20) a metric ton, or 3.5 percent, starting today, and diesel was also lowered by 300 yuan, or 3.9 percent, the National Development and Reform Commission, the nation’s top economic planner, said in a statement on its website yesterday. The upper limit for retail gasoline dropped as much as 3.3 percent and diesel by 3.6 percent.

Oil traded in New York fell about 24 percent since China last adjusted prices on April 6, while Brent crude, the benchmark for about half the world’s oil, slid 13 percent. China last reduced oil-product prices in June 2010 and has increased them four times, by about 20 percent, since then.

“China hadn’t raised fuel prices enough when crude climbed to records in late-April and early May, amid concerns of inflation,” and this delayed any move to cut prices before now, the NDRC said in a separate statement on its website, citing comments from an official it didn’t identify.

China adjusts gasoline, diesel and kerosene rates when the moving average of three crude grades comprising Brent, Dubai and Cinta changes more than 4 percent over 22 working days. The government may increase the frequency of fuel price adjustments and change the global crude price benchmarks it monitors, the NDRC said yesterday, without being specific.

“China is unlikely to cut fuel prices further should the crude prices stay at the current levels,” Yin Xiaodong, the chief oil analyst at Beijing-based Citic Securities Co., said today by phone.

Containing Inflation

Lower fuel prices may help the country contain inflation. Consumer price growth eased from a three-year high to 6.2 percent in August, while industrial output slowed for a second month, giving policy makers more room to pause on monetary tightening as the economy cools and a global slowdown threatens exports and jobs.

Chinese refiners will still face losses after the cut and the government has told oil companies to ensure supply, the planning agency said. China Petroleum & Chemical Corp. and PetroChina Co. are the country’s largest refiners.

China is cutting fuel prices as tightness in domestic fuel supply eases. The government reduced fuel-oil import tariffs in July. It also pressured privately held refineries to increase processing, the official Xinhua News Agency said on Aug. 8, citing an unidentified NDRC official.

นายเอกยุทธ กล่าวด้วยว่า แต่ของไทย ยังมีปัญหาเรื่องค่าเงินเข้ามาเกี่ยวข้องด้วย โดยบางวันลงแรง เพราะกองทุนที่ถือเงินบาท ก็ต้องป้องกันตัวเอง ก็เลยมีการเปลี่ยนสถานะกันไปเยอะ เดิมทีที่คาดว่าจะมี "วินโดรว์ เดรสซิ่ง" ก็มีเพียง 2-3 ชั่วโมง แต่แล้วก็พังกันหมด

"โอกาสเป็นช่วงขาลงมากแล้วในขณะนี้ อย่างวันนี้ที่ยุโรปจะประชุมเพื่อช่วยเหลือกรีซ แต่เยอรมันก็บอกแล้วว่าจะไม่ให้เงินเพิ่มอีกแล้ว ถ้าไม่มีใครลงเพิ่ม และกรีซกู้เงินเพิ่มไม่ได้ ก็อาจจะเจอสถานะล้มละลาย ถึงเวลานั้น ก็จะส่งผลกระทบต่อตลาดหุ้นทั่วโลก โดยรอบนี้อาจมีลงถึง 20% เพราะเป็นฟองสบู่ทองคำด้วย โดยจากราคาที่ก่อนจะประกาศล้มละลาย สมมติดัชนีหุ้นไทยอยู่ที่ระดับ 880 จุด ก็อาจเห็นอีกร่วง 20% คืออาจหล่นไปที่ระดับ 680-740 จุด คิดว่าค่อนข้างมีความเป็นไปได้สูง นักลงทุนต้องระวังให้ดี"นายเอกยุทธกล่าว

นายเอกยุทธ กล่าวต่อว่า แต่ถือเป็นโอกาสที่ดีสำหรับนักลงทุะนระยะยาว ที่ทยอยซื้อสะสมมาตลอด เพราะ ณ วันนี้สถานการณ์เปลี่ยนไปเยอะ เดิมทีมีแนวโน้มที่ยุโรปจะร่วมมือกัน แต่วันนี้อาจจะแตกกัน หากเกิดวิกฤตจริง จะมีธนาคารหลายแห่งล้มเหมือนที่เกิดขึ้นที่อเมริกาเคยล้ม จึงอย่ารีบซื้อเมื่อมีเหตุการณ์ ถ้าหุ้นเริ่มตก อย่าเพิ่งไปรีบซื้อ เพราะมันยังลงได้อีก และฝรั่งเศสก็จะหนัก ตามด้วยเยอรมัน และอังกฤษ ดังนั้นที่รมว.คลังบอกไทยไม่กระทบ มันเป็นไปไม่ได้

เมื่อถามว่า ข้อมูลจากกรีซ ที่ออกมาตรการรัดเข็มขัด ตัดลดงบประมาณ ให้ดูจริงจัง เพื่อขอรับความช่วยเหลือ นายเอกยุทธ ตอบว่า มีหลายประเทศมองอยู่ เพราะหลายประเทศก็กำลังดูว่า โครงสร้างการชำระหนี้ที่เขียนมาเป็นอย่างไร แต่รัฐบาลกรีซก็ต้องเอาใจประชานิยม และเขียนแผนโครงสร้างชำระหนี้ให้ดูดี ซึ่งโอกาสจะแตกและเสี่ยงมีแน่นอน เพราะกรีซจะต้องผิดนัดชำระหนี้ ขณะที่ไอร์แลนด์-อิตาลี-โปรตุเกส ก็จะมีผลกระทบตาม และธนาคารที่ซื้อพันธบัตรพวกนี้ไว้ จะเจ็บตัว และต้องล้ม ถึงเวลานั้น...อะไรจะเกิดขึ้น

นายเอกยุทธ กล่าวย้ำด้วยว่า แม้โครงสร้างทางเศรษฐกิจไทย จะไม่เกี่ยวกับต่างประเทศมากนัก โดยเฉพาะที่ยุโรป แต่ถ้าพูดถึงจิตวิทยาการลงทุน มันไปแล้ว เพราะเป็นความเชื่อของคน อย่างทองคำที่ขึ้น คนก็เชื่อจะไปถึง 2,200 เหรียญ แต่ 100 คนไม่ใช่จะกำไรหมด วันนี้ลงต้องลงอีกแน่ บางคนก็ต้องตัดใจ ถ้ามีเงินสดในมือ แนะนำว่า ให้วิกฤตกรีซ "สะเด็ดน้ำก่อน" ถ้าแตกแล้ว โอกาสลงอีกเยอะ จึงควรรอให้ข่าวกรีซจบก่อน แล้วค่อยเก็บของ ดูว่าลมแรงแค่ไหน รอข่าวสะเด็ดน้ำสัก 2-3 สัปดาห์ ก็คงไม่สายที่จะเข้าไปเก็บของ แต่ถ้า ณ วันนี้ใครมีกำไรขายเลย หรือว่าขาดทุนนิดหน่อย ก็ Cut Lost (ยอมขาดทุน) ไปเลย เพราะวันนี้ต้องปรับมุมมองใหม่ โอกาสได้เห็น 1,200 จุดเมื่อสิ้นปี คงยากแล้ว

นายเอกยุทธ กล่าวย้ำด้วยว่า แม้โครงสร้างทางเศรษฐกิจไทย จะไม่เกี่ยวกับต่างประเทศมากนัก โดยเฉพาะที่ยุโรป แต่ถ้าพูดถึงจิตวิทยาการลงทุน มันไปแล้ว เพราะเป็นความเชื่อของคน อย่างทองคำที่ขึ้น คนก็เชื่อจะไปถึง 2,200 เหรียญ แต่ 100 คนไม่ใช่จะกำไรหมด วันนี้ลงต้องลงอีกแน่ บางคนก็ต้องตัดใจ ถ้ามีเงินสดในมือ แนะนำว่า ให้วิกฤตกรีซ "สะเด็ดน้ำก่อน" ถ้าแตกแล้ว โอกาสลงอีกเยอะ จึงควรรอให้ข่าวกรีซจบก่อน แล้วค่อยเก็บของ ดูว่าลมแรงแค่ไหน รอข่าวสะเด็ดน้ำสัก 2-3 สัปดาห์ ก็คงไม่สายที่จะเข้าไปเก็บของ แต่ถ้า ณ วันนี้ใครมีกำไรขายเลย หรือว่าขาดทุนนิดหน่อย ก็ Cut Lost (ยอมขาดทุน) ไปเลย เพราะวันนี้ต้องปรับมุมมองใหม่ โอกาสได้เห็น 1,200 จุดเมื่อสิ้นปี คงยากแล้ว
